At the External Relations Council meeting on 11 October 2004 European Commissioner for External Relations, Chris Patten, announced that the European Commission would re-launch the Feasibility Report on a Stabilisation and Association Agreement (SAA) with Serbia and Montenegro. The Feasibility Report assesses the country's capacity to negotiate and implements the far-reaching political and economic obligations under a Stabilisation and Association Agreement. This decision followed the full endorsement of the EU's 'twin-track' approach by political leaders of Serbia and Montenegro. The Report was thought to be ready by spring 2005. |
