Press Release: Commissioner Patten announces launch of Feasibility Report on Serbia and Montenegro

At the External Relations Council meeting on 11 October 2004 European Commissioner for External Relations, Chris Patten, announced that the European Commission would re-launch the Feasibility Report on a Stabilisation and Association Agreement (SAA) with Serbia and Montenegro. The Feasibility Report assesses the country's capacity to negotiate and implements the far-reaching political and economic obligations under a Stabilisation and Association Agreement. This decision followed the full endorsement of the EU's 'twin-track' approach by political leaders of Serbia and Montenegro. The Report was thought to be ready by spring 2005.
