Date: 13/02/1997 Britain's Daily Mail newspaper seems to believe that Transport Commissioner Neil Kinnock is a prime candidate to take over from Commission President Jacques Santer when the job falls vacant in three years' time. But such a huge promotion would seem highly unlikely. After all, according to the newspaper, Mr Kinnock is only the Traffic Commissioner at the moment.
