Intergovernmental conferences don't have to last 18 months - there was one in Brussels just before the summer break which lasted 15 seconds.

It has been logged as the shortest-ever intergovernmental conference and occurred during a July meeting of EU foreign ministers. The objective: to note a declaration about the Western European Union following up on the Amsterdam Treaty.
