The European Parliament and Council of Ministers have failed to reach agreement

in the first round of conciliation talks on the financing of the EU's cultural heritage programme Raphael. But MEPs accepted the Council's position on Ariane, which allocates 7 million ecu to the EU's literary programme during 1997 and 1998.
