Date: 25/09/1997 Liberal British MEP Graham Watson appears to have found himself in a bit of a mix-up with the European Commission's development arm. Watson announced, following an interview with Development Commissioner João de Deus Pinheiro, that the Commission was planning to suspend development aid to Kenya's increasingly criticised regime. But within hours, the Commission had vigorously denied his announcement. It was, said a spokesman, only postponing presentation of a major infrastructure project until it had sufficient guarantees from Kenyan authorities that the money would be properly spent. But what is the difference between a postponement and a suspension? A matter of protocol? |
