Proposals put forward by Justice and Home Affairs Commissioner Anita Gradin are designed to break a log-jam in the way large groups of asylum seekers are shared out between member states, a process known as 'burden sharing'. Gradin says money should be made available for a three-month emergency period as well as for longer term benefits such as welfare programmes and education.
