Two US envoys have won only minor concessions from Yugoslav President Slobodan Milosevic

to alleviate the growing refugee crisis in the strife-torn province of Kosovo. Following a meeting with John Shattuck, US assistant secretary for human rights, Milosevic agreed to grant the International Red Cross access to hundreds of ethnic Albanian refugees accused by the Serbs of being members of the Kosovo Liberation Army.
