EU leaders called on European Parliament President José María Gil-Robles

to curtail MEPs' generous perks at the Cardiff summit this week. Seven out of the nine interventions made by leaders at the opening session attacked the system of daily payments and travel allowances provided without proof of journeys. Swedish Premier Göran Persson said abuse of these perks was discrediting Parliament in the eyes of voters.
