Spanish Foreign Minister Abel Matutes has appealed to the Commission

to intervene in an Anglo-Spanish dispute over fishing rights off the coast of Gibraltar. Matutes claims that the arrest by Gibraltar police of a Spanish fishing crew late last week breaches a verbal agreement reached between London and Madrid last October. The arrest sparked off a 24-hour blockade of the border between Spain and Gibraltar by angry Spanish fishermen.
