If endorsed by EU governments, the aid will be mostly in the form of cut-rate loans to help the countries' balance-of-payments situation. Romania stands to be the biggest beneficiary, with a loan facility of €200 million over ten years. Bulgaria is being offered €100 million and Macedonia could receive up to €80 million, including a grant of €30 million. The Commission's proposals will now be passed to member states' finance officials for approval.
