However, the Commission rejected the Parliament's plans to make online service providers more accountable for the information which passes over their networks. The Commission said its amended legal framework promised greater consumer protection against unwanted e-mail advertising and simplified a number of key legal definitions. One change would force EU member states to create opt-out registers for those who did not wish to receive junk e-mails known as 'spam'.
