Coming into force on 1 May 1999, the Treaty of Amsterdam amends the earlier European treaties in order to strengthen citizens’ rights, respond more effectively to their aspirations, develop a common foreign and security policy, and improve the working of the European institutions. True, the Treaty leaves some business still unfinished, but as a result it has also helped to stimulate debate on the future of the European Union. |
