The deal was struck after governments agreed to give the UK, which had been blocking progress on the planned measure, an additional ten years to implement the legislation. The agreement on the droite de suite proposals, which will be rubberstamped by EU ministers later, would limit the number of artworks covered by the scheme and take effect in all member states except the UK five years after it has been formally adopted.
