EU leaders agree to try again in 2004

EU leaders have decided that there will be a further IGC in 2004 to define a more precise delimitation of competences between the EU, national and regional governments, the future status of the Draft Charter of Fundamental Rights, a simplification of the Treaties and the role of national parliaments in the 'European architecture.
