The centre-right coalition of Italian Prime Minister Silvio Berlusconi approved on 14 December 2005 changes to the voting system. The changes were denounced by Mr Berlusconi's opponents as a scandal and a threat to democracy. The changes will implement full proportional representation, a system previously abolished in a 1993 referendum. |
