Viviane Reding, European Commissioner for Education and Culture, and Chris Patten, European Commissioner for External Relations, presented a memorandum to the European Commission on 18 July 2001 on strengthening Community co-operation with third countries in the area of higher education. The memorandum proposes new measures and launches a debate on the means of developing university exchanges between the Community and third countries, and of promoting the Community as a centre of excellence attracting more students, teachers and researchers from those countries. |
