Press Release: Financing of EU civilian crisis management operations

A communication on the financing of civilian crisis management operations was adopted by the European Commission on 28 November 2001. The communication proposes to establish a new flexibility instrument for funding civil crisis interventions, including CFSP action by an interinstitutional agreement between the Council, the European Parliament, and the Commission, as well as to facilitate recourse to the current emergency reserve. In parallel, the management procedures for these and other instruments will be streamlined further.
