Refuge from the truth

Editorial argues that Britian cannot have an effective immigration and asylum regime without co-operation from its European neighbours. Europe needs uniform rules on refugee status, similar reception standards and a system for sharing out numbers or the cost. It needs better police co-operation to tackle the people smugglers.
