The European Commission presented a proposal on 18 September 2002 for a regulation laying down the implementation modalities of a European Union Solidarity Fund. This fund will consist of a swift instrument to react to recent floods and to other future disasters besides the structural funds. It will be accessible for the EU Member States and countries with which accession negotiations are underway. The maximum annual amount which could be mobilised by the fund is proposed to reach at least €500 million in 2002 and €1 billion afterwards |
