To ensure more coherent and effective policy-making, the European Commission announced on 4 September 2002 that it had agreed to streamline the annual economic and employment policy co-ordination cycles. The Commission will orient policy co-ordination towards the medium and long term, in line with the strategy initiated at Lisbon and complemented at Gothenburg, and will highlight policy implementation and concrete results. Reports evaluating implementation of the Broad Economic Policy Guidelines (BEPGs), the European Employment Strategy (EES) and the Internal Market Strategy (IMS) will be presented simultaneously each January. Each April, following the Spring European Council, the Commission will propose guidance on economic and employment policy for Member States. The synchronisation of these processes will strengthen policy co-ordination across the board in order to boost the EU's economic growth potential and to work vigorously towards achieving full employment by the year 2010. The streamlining will start immediately in order to prepare for the Spring European Council of 2003. |
