The Council of the European Union reached a political agreement on the proposal for a Directive of the European Parliament and the Council establishing a scheme for greenhouse gas emission allowance trading within the Community, 9 December 2002. In accordance with the co-decision procedure, once the Council's common position is formally adopted at a forthcoming session it will be sent to the Parliament for a second reading.
