EU rhetoric on asylum to be put to the test

Article considers whether the rhetoric arising from the Justice, Home Affairs and Civil Protection Council in Luxembourg, 13-14 June 2002, about the need to crack down on illegal immigration will make any difference. It remains to be seen whether governments will practise what they preach.
