A meeting of the Environment Council was held on 22 December 2003, in Brussels. The agenda included the following topics: + Adoption of a regulation establishing a transitional transit system applicable to heavy good vehicles travelling through Austria for 2004; + Debate on the proposal for a Directive amending the Directive establishing a scheme for greenhouse gas emission allowance trading within the Community; + Adoption of conclusions regarding the seagoing ships emissions; + Adoption of conclusions concerning the Convention on Biological Diversity; + Adoption of conclusions on the 2003 Environmental Policy Review; + Presentation on the proposals for a Regulation and a Directive concerning the REACH system and of the Presidency's progress report; + Exchange of views on the EC proposal to extend Regulation (EC) No 1655/2000 concerning the Financial Instrument for the Environment (LIFE) for a two-year period, from 1 January 2005 to 31 December 2006, and on future arrangements for the financing of the EU’s environmental policies; + Information by the EC on its report regarding the European Environment Agency (EEA). |
