Speaking in Rome on 2 December 2003, Franz Fischler, European Commissioner for Agriculture, Rural Development and Fisheries, announced a strategy to kick-start the WTO farm trade talks when the WTO meets in Geneva on 15 December 2003. Commissioner Fischler underlined that successful WTO farm negotiations had to pass the five following tests: Developing countries have to get a better deal; 'Give and take' is the name of the game; Reforms have to be recognised, not penalised; Substance has to prevail over slogans; The rich can't go it alone.
