Agreement on treaty ‘not essential’: London’s limits on concessions set out: Brown warns over Brussels red tape

The UK Prime Minister, Tony Blair, maintained the UK's commitment to a successful outcome to the Intergovernmental Conference in December 2003 but said there were limits to concessions the UK was prepared to make. Mr Blair said he was prepared to back a new European Union defence force provided it remained compatible with NATO.
