Putin’s gamble

The World Conference on the Changing Atmosphere opened in Moscow on 29 September 2003. Russian President Vladimir Putin failed to take what could be seen as a 'golden opportunity' to announce Russia's ratification of the Kyoto Protocol, and continued stalling.
