EU shifts stance on deadlocked trade talks

The Financial Times has had sight of a European Commission memorandum described as an 'options paper' which is intended to form the basis for debate between Member States on four issues that have long been a problem for the World Trade Organisation - rules on investment, competition, transparency in government procurement and trade facilitation. The issues are collectively known as the 'Singapore issues'.
