Kosovo frustrations simmering as inter-ethnic tensions remain unresolved

Major feature on the situation in Kosovo, including coverage of a report from Human Rights Watch issued 26 July 2004 which says "The NATO-led Kosovo Force and UN international police failed catastrophically to protect minorities during the widespread rioting in Kosovo in March 2004". Protection of minority communities will be a key challenge for the new UN administrator for Kosovo, Soren Jessen-Petersen, who is scheduled to take office on 3 August 2004.
