The European Commission on 20 April 2005 proposed to amend the two regulations underpinning the Stability and Growth Pact following the agreement at the European Council in March 2005. The SGP consists of two Council regulations: Regulation 1466/97 on the strengthening of budgetary surveillance and coordination of economic policies (the 'preventive arm') and Regulation 1467/97 on the excessive deficit procedure (the 'corrective arm'). These legal texts needed to be amended in accordance with the report endorsed by the Council.
