The European Commission on 29 September 2005 presented a new EU strategy for an optimal use of radio spectrum in Europe. During September 2005 three Communications in the field were adopted, including a Communication on 'A market-based approach to spectrum management in the European Union', 'EU spectrum policy priorities for the digital switchover' and the Second Annual policy report entitled 'A forward-looking radio spectrum policy for the European Union'. The Commission held that radio spectrum was a critical input for many sectors relying on wireless transmission such as broadcasting, transport systems and mobile telephony and that the management of this essential resource in Europe had a significant impact on consumer choices, growth and innovation potential. The proposed EU strategy aimed to lower the barriers to access radio resources and to take advantage of the synergies resulting from a common European approach. |
