Charlie McCreevy, the European Commissioner for the Internal Market and Services, on 5 April 2005 heavily criticised the credit rating industry, but he backed away from proposing a new regulatory framework for agencies. Credit rating agencies monitor the credit backing of bond issuers and grade corporate and sovereign debt according to the likelihood of a default.
