Turkey is still hopeful that membership talks with the European Union can begin on time on 3 October 2005, following a provisional Anglo-French agreement whereby the EU should declare that Turkey cannot join before it recognises all of the EU's Member States - this would include Cyprus which is not recognised by Turkey. |
