The Treaty on European Union provides that 'a conference of representatives of the governments of the Member States shall be convened in 1996'. With a view thereto, the Italian Presidency has submitted to the Council a proposal for the amendment of the Treaties on which the Union is founded; and requested Parliament and the Commission to deliver opinions on the holding of an intergovernmental conference. This document comprises the Commission's opinion. |
