Expanding horizons. The local dimension of an enlarged Europe

Article abstract:

Enlargement may not at present be a high priority for UK local authorities but it should be. The UK, as a democracy, should contribute to promoting shared democratic values across the wider continent and increasing political stability. Enlargement is by no means a win/win situation but is a significant and worthwhile price to pay to secure future peace and democracy across the continent.
