Date: 11/04/02 RUSSIA cannot use the fight against terrorism to justify human rights abuses in Chechnya, Humanitarian Commissioner Poul Nielson told a European Parliament debate yesterday (10 April). Several MEPs rounded on Moscow's tactics in the breakaway republic; Danish left-wing deputy Pernille Frahm compared them to Israel's attacks on the Palestinian territories. The assembly declared there is no military solution to the conflict and agreed to send a delegation to the region this weekend.
