EU foreign policy chief Javier Solana has criticised one of the Union’s key foreign policy instruments, saying it was too broadly defined to be effective

In an internal document presented to foreign ministers, Solana said the EU's common strategies, which were first launched in 1998, had "not yet contributed to a stronger, more effective EU in international affairs".
