Press Release: EU-Russia Summit in The Hague, 25 November 2004

Preview of the 14th EU-Russia Summit in The Hague, the first meeting of the new European Commission under President José Manuel Barroso with Russian leaders. Items on the agenda were: the extension of the EU-Russia Partnership and Cooperation Agreement (PCA) to the ten new EU Member States; Russia's recent decision to ratify the Kyoto Protocol on climate change; creation of the four 'common spaces'.
