Tough stance puts Poles apart from their neighbours

Poland is unhappy about an informal summit between the leaders of France, Germany and the UK in Berlin on 18 February 2004, fearing exclusion from a European Union 'inner circle'. However, smaller states among the countries joining the EU in May 2004 are less concerned providing the 'Big Three' develop policies open to the whole EU.
