The European Commission published two new impact analyses of the Commission proposals to reform of the Common Agricultural Policy (CAP) on 25 March 2003.

The studies show that the Commission's proposal to sever the link between production and subsidy (“de-coupling”) would favour the extensification of production and would secure significant income gains for EU farmers.
