Activating the unemployed: Optimising activation policies in the Western Balkans and Turkey

This paper explores current employment activation practices and interrelated factors in the Western Balkans and Turkey
and comes up with policy options for more coherent activation policies. It is primarily addressed to policymakers and
practitioners in the candidate countries and potential candidates for accession to the EU, but may, however, also be
relevant to other countries which are aiming to upgrade their employment policies and services.
