Transport Commissioner Neil Kinnock, Social Affairs Commissioner Pádraig Flynn and Fisheries Commissioner Emma Bonino were among those who voted against. In place of its initial proposal to impose an anti-dumping duty of 14.46&percent; on Norwegian salmon, the four-point plan agreed by the Commission involves a minimum price regime, indicative export ceilings, higher Norwegian export taxes and tighter monitoring of fish entering the EU.
