The proposal, put forward by Environment Commissioner Ritt Bjerregaard, builds on 1994 rules to cut the use of some of the most harmful ozone-depleting substances. The draft rules would cover the use of chloroflouro- carbons (CFCs), hydrocloroflourocarbons (HCFCs) and halons - all used as refrigeration agents and components in foam insulation - as well as the pesticide methyl bromide. The Commission is proposing that the EU should go beyond internationally agreed rules for phasing out these substances.
