which paves the way for an end to the 25-year-old dispute over proposed new rules governing chocolate content, over-riding objections from Belgium and the Netherlands. The Bonn-brokered plan would permit the use of six non-cocoa vegetable fats in chocolate. The breakthrough came after member states agreed to restore some Commission powers to make technical changes to the legislation. The proposal will now go back to MEPs for further scrutiny.
