In a speech before Spain's Mixed Commission for the European Union (Comisión Mixta para la Unión Europea) on 11 March 2003 and in the context of the amended proposal for a Decision of the European Parliament and of the Council amending Decision No.1692/96/EC on Community guidelines for the development of the trans-European transport network, the Minister for Development, Francisco Álvarez Cascos, defended the Spanish proposal for an agency, which would promote the completion of trans-european networks at cross-frontier borders.
