Abstract: Following the agreement on the "Hague Programme", a new multi-annual programme on Justice and Home Affairs, the Council adopted a Decision in December 2004 extending qualified majority voting and the co-decision procedure to almost all aspects of EC immigration and asylum law. Taken with other recent changes, the decision-making process for EC immigration and asylum law has been largely transformed, impacting upon specific proposals and the overall institutional balance in this area. |
