At the opening of its winter session in Strasbourg on the 21 Jabuary 2008, the Parliamentary Assembly of the Council of Europe (PACE) elected Lluís Maria de Puig (Spain, SOC) as its new President. The article suggests that the Spaniard was elected president after a deal that insiders said was partly designed to prevent a Russian from heading the European human rights body.
