Brussels softens line on carbon permits

The European Commission was due to propose a major package of legislation to combat climate change and improve the EU's energy security and competitiveness on the 23 January 2008.
Article reports that the European Commission President had told UK businessmen on the 21 January 2008 that Europe can fight climate change without harming its economy, amid signs that intensive lobbying by heavy industry for special treatment was paying off.
