The Commission intended to strengthen efforts to hit criminals where it hurts most: depriving them of the assets they acquired through crime. The large majority of organised crime activities have a financial motive. Even in the absence of reliable statistics, the amounts recovered from organised crime remained modest compared to the profits of organised crime.
