16th OSCE Ministerial Council, Helsinki, 4-5 December 2008

Two big issues - the Caucasus, in particular Georgia, and European security - topped the agenda of the 16th OSCE Ministerial Council, Helsinki, 4-5 December 2008. The Ministerial Council, held annually, is the central decision-making and governing body of the OSCE.
