The Council of the European Union and the European Commission welcomed on 16 September 2009 the universal ratification of the Montreal Protocol. The Montreal Protocol bans the production of ozone-depleting substances. The EU showed its willingness to ensure the Montreal Protocol plays a role in combating climate change in co-operation with the UN climate convention, particularly regarding possible action on HFC industrial gases. |
